Emergency Winter Shelter
Each year from November 1 through March 31, the City of Columbia contracts with United Way of the Midlands to run the Inclement Weather Center (IWC). The IWC provides meals and shelter on nights when the temperature drops to 40 degrees or below. United Way of the Midlands works with Community Impact Partners: Transitions and Salvation Army of the Midlands to provide staff, volunteers, and meal service. Signs indicating whether the IWC is open or closed are posted outside of Transitions, City Hall, and the Richland County Library.
